Aren’t raccoon a breed of cats and foxes a breed of dogs?

Not exactly, I’m not sure about raccoons but I know that cats and foxes bot have a common ancestors that they branched off of, foxes genetically are more cat like but behavioral wise they’re much alike to dogs. I would assume that raccoons also share a common ancestor with cats and foxes but I am not certain.

actually, its dogs and foxes that are more related. They both belong to the family canidae. Raccoons don’t have any major relation to neither cats nor dogs also

I meant breeds of the expansion pets, like I’ve read foxes breeds are actually an option for dogs so it looks like a fox, the same with raccoons and cats.

Yes, in The Sims 2 (and Sims 3 I believe) raccoons were just a heavily modified version of a regular cat, with different animations. I don’t think we’ve ever had foxes so I can’t say what they’ll be but I imagine it’ll be something similar.
