The calendar will alert you the day before a holiday. If you want to see longer than that you have to open it up.
Surprise holidays sneak up on you though. They sometimes won’t appear until a few days before they occur.

No. Holidays are worldwide (for your save). When you create one it is on the calendar for all the Sims there.
But… Not all Sims will care about all holiday traditions.
