SimGuruDuke, one of the producers on The Sims 4 Console has confirmed that The Gallery is currently in development for Xbox One and PS4!
There’s currently no “launch date” for the Console Gallery but it’s a good thing to know that the console players will eventually get to enjoy this feature.

Please hurry: maby putting out the gallery early and letting it grow in space afterwards is a good idea. Cause knowing the gallery coming makes the game suck until it releases
